What definitions/guidance are conflicting when it comes to reporting SIG CLDS?
Here is the definition of vicinity from the glossary section:
Vicinity. A proximity qualifier, VC, used to indicate weather phenomena observed between 5
and 10 statute miles of the usual point of observation but not at the station.
Weather Phenomena and the use of the VC qualifier is described in Chapter 10 (Weather Phenomena)
Guidance for reporting SIG CLDS is shown in Chapters 11 (Sky Condition and Chapter 14 Coding) Neither chapter shows VC used to report the proximity of SIG CLDS.
