It has come to the attention of the observing community, that some level C LAWRS sites commonly put ASOS into AUTO mode, when the control tower is open. That then becomes level D service; in other words, it is the very degradation of service that the FAA claims has not happened. This thread will be to document such times.
Norfolk International Airport in Virginia (KORF), seems to be in AUTO mode an inordinate amount of the time. Today, here is a summary of their flights, both arrivals and departures, for late morning into early afternoon:
For a level C airport, that seems fairly busy. Yet, here are the weather reports for KORF so far today: METAR KORF 061551Z AUTO 21008KT 10SM FEW028 30/22 A3012 RMK AO2 SLP199 T03000222 TSNO SPECI KORF 061547Z AUTO 21009KT 10SM FEW029 29/22 A3012 RMK AO2 TSNO= SPECI KORF 061531Z AUTO VRB06KT 10SM BKN029 29/22 A3013 RMK AO2 T02940222 TSNO= METAR KORF 061451Z AUTO 17010KT 10SM FEW024 29/23 A3013= METAR KORF 061351Z AUTO 18006KT 10SM CLR 27/23 A3013= METAR KORF 061251Z AUTO 18007KT 10SM CLR 26/22 A3014 RMK AO2 SLP204 T02610222 TSNO= METAR KORF 061151Z AUTO 18005KT 10SM CLR 25/22 A3013 RMK AO2 SLP202 70032 T02500222 10250 20228 51009 TSNO= METAR KORF 061051Z AUTO 15004KT 10SM CLR 23/22 A3013 RMK AO2 SLP201 T02330217 TSNO= METAR KORF 060951Z AUTO 15003KT 10SM CLR 23/21 A3012= METAR KORF 060851Z AUTO 00000KT 10SM CLR 23/21 A3010 RMK AO2 SLP193 T02330211 55001 TSNO= METAR KORF 060751Z AUTO 09004KT 10SM CLR 23/21 A3010= METAR KORF 060651Z AUTO 00000KT 10SM CLR 23/21 A3010 RMK AO2 SLP191 T02280211 TSNO= METAR KORF 060551Z AUTO 16003KT 10SM FEW045 SCT060 BKN080 23/21 A3010 RMK AO2 RAB02E39 SLP194 P0000 60032 T02330211 10256 20217 58010 TSNO= METAR KORF 060451Z AUTO 00000KT 10SM FEW028 BKN034 BKN070 23/21 A3012 RMK AO2 SLP198 T02280211 402830217 TSNO= METAR KORF 060351Z AUTO 06006KT 10SM FEW048 23/21 A3012 RMK AO2 RAE22 SLP199 P0002 T02280206 TSNO= METAR KORF 060251Z AUTO 00000KT 10SM -RA FEW034 BKN110 22/20 A3013= SPECI KORF 060238Z AUTO 00000KT 3SM -RA BR SCT036 SCT050 BKN065 22/20 A3015 RMK AO2 P0030 T02170200 TSNO= SPECI KORF 060228Z AUTO VRB04KT 1 3/4SM +RA BR FEW014 BKN038 OVC065 22/20 A3014 RMK AO2 P0019 T02170200 TSNO METAR KORF 060151Z AUTO 08004KT 10SM -RA FEW120 25/23 A3013= METAR KORF 060051Z AUTO 09004KT 10SM CLR 25/23 A3010 RMK AO2 RAE16 SLP193 P0000 T02500228 TSNO Not only has KORF been in AUTO mode today, it has been in TSNO mode. Another issue: why do LAWRS sites often log off ASOS during thunderstorm activity? And then sign back on once the thunderstorm has passed, or diminished? Here is an example from July 1st, at Lawrence, Massachusetts:

Because then they can blame ASOS and not get blamed themselves. With no rules or quality control on LAWRS sites, why not. If there's an accident, they figure they won't take the heat. And controllers don't give a crap about FAA's line of no degradation of service.....or was that a rhetorical question?

It wouldn't surprise me if there is a memo from the FAA instructing them to do so, "Priority of Duties."

I think that what often happens is that the ASOS automatically logs the control tower observer off after 9 hours, and no one notices. When the controllers change shift, the oncoming person should sign on to the ASOS, but probably does not, and so the 9 hour timer logs off whoever was logged on. We could tell that it is a deliberate log-off if there are fewer than 9 consecutive METARS with someone logged on.

South Bend for years never goes to Auto and there is no one in the tower from 12am-5am. They stay logged on and leave. I have call the FAA about it. Gone to the Local Media yet no one seems to care.

That Norfolk storm looks like it started before they shut down (assuming 10-11pm shutdown time)
If they're there, they're supposed to be doing it, logged in or not.

A thunderstorm may have put out the ASOS sensors at 0356Z. All the data was missing. The ATC
solution was to log off ASOS and put it in AUTO mode, rather than back up any data. When the sensors went out again several hours later, ATC had the same response: log off ASOS.

Now this is the stuff which needs to go out to officials. It shows proof that ATCs are deliberately shirking their duties at C sites, at busier B sites the odds of impact will be even greater.

At our site, the OID in the tower cab is configured differently than the OID in the tower cab. ATC is not logged off after nine hours, the same initials have been on for months, ATC stays logged on until someone physically logs off the system. I seriously doubt that once a site goes to LAWRS, that the OID in the tower cab is reconfigured to log off users after nine hours. When the NWS requests everyone to log off of the ASOS, I have to instruct the cab each time how to log off of the ASOS.

I believe "ATC" logged on will stay on until someone physically logs off-- as mentioned above. However, I think? if it's LAWRS ATC logged on it may be different in stations that have LAWRS for a long time. I agree with the above-- the OID in the tower cab will be reconfigured if said site goes LAWRS.

After thinking about it coldlover, the OID in the tower cab is already configured also, but is password dependent. Prior to our office being on the Tower's essential power generator, we had to relocate to the cab during a blizzard and work there. The cab's OID accepted the CWO password, and the nine hour rule applied. It is all dependent upon what password is entered into the OID, and the level of control the user has for each password, and how long the user remains logged on.
