Beginning June 28 2016, partial 5-MIN observation data became available at www.wrh.noaa.gov/zoa/getobext.php?sid=KOAK It comes via ZOA (Oakland Center). The wind is in MPH. The Weather and Cloud parameters are not in the 5-MIN data, only in METARs/SPECIs. Type in the airport ID in the "Enter 4-letter airport id" box, or modify the KOAK in the URL to the weather that you want to view.
This 5-MIN data is available for civilian ASOS and AWOS sites that send weather via the ADAS.

Nice find, sunny9! It appears any site in the USA can be searched. Interestingly, it shows Laredo quality control was "OK" on the evening of the 28th, when there was missing data, right before a thunderstorm produced a wind gust to 52 m.p.h.:
