Question, I've noticed alot of BLSN in present wx section of Obs. with vis 7sm or higher. CWO's doing this and LAWRS. I do not agree with this as this is not a obstruction or present wx with the vis 7sm or higher, I looked at 7900.5 and it wasn't very clear. I stop using BLSN when vis increases to 7sm or higher. Whats the correct format for using this. Thanks.

the latest 7900.5D continues the option of reporting obscurations in present wx at or above 7...if considered operationally significant. I never report an obscuration in present wx if the prevailing vis is 7 or better.
10.3. Obscurations. An obscuration is any phenomenon in the atmosphere, other than precipitation, that reduces horizontal visibility. Except where noted, obscurations are reported when the prevailing visibility is less than 7 miles or considered operationally significant.
