"Considerable" is open to interpretation. Going from 1/4 to 1/8 mile is not SPECI criteria.

I have always heard 35mph gusts and 1/4SM for 3 hours or more.

A ways back you also had to have temps 10F or lower (now they classify it as a "severe blizzard" ) --- but since that really only happens in the Plains/Rocky Mtns and AK-- I believe the NWS removed the 10F and lower so more people would properly understand what is forecast to happen.-- hence Nor' Easters. Being old school and growing up in N. MN -- a true Blizzard to me is winds sustained at 35mph-- Vis 1/4SM or less and temp less then 11F-- for at least 3 hours. The temp 10F and lower makes a big difference -- if you get stranded -- and how much time you spend without help-- compared to temps in the mid 20's.
