the argument is that a snow board wasn't used, or mis-used.
If the NWS wants things done a certain way, they should take charge of the program. I guess most CWOs would be happy to be under anyone other than the FAA.

the snowboard needs to be larger and have a rougher surface. if is windy with dry snow falling it does not work. we had an event where there was 0.4" on the board but the snow was actually 4" deep on average. I worked the first contract at COS from 1997-2000. we had a near perfect snow measuring area across the street from the office. there was a large open grassy area with a concrete marker. I cut a hole in the middle of a 4x8 piece of plywood, painted it white, and put it over the marker. (we had not been issued a NWS snowboard.)

IAD isn't even listed as required to take official snow measurements per the 7900.5c. Maybe that's why they didn't have a snow board, and possibly not even have an area to correctly measurement it in a timely fashion there as well.

If I remember correctly sites that don't have an area to accurately measure snow in a timely fashion don't do official measurements either.

I believe the issue was at DCA, which only reported 17.8". No one around them was that low with respect to snowfall accumulations. Based upon the adjacent reports plus watching the radar overnight, I have to tend to agree that it was under-reported.
