What Region are you folks in? We haven't experienced any of the problems you mention at my location. Had to take 17 photos and use a crap load of printer ink? Why? I'm not the SWO but I am not aware of having to do anything with the Edit Log other than just look at it on the OID. Am I misunderstanding something here?

All I can say is the only way I know to get a copy of Edit Log data is to take a picture of it. If your ASOS still has a printer attached to it you can print the data, but I imagine that isn't the case anymore for anyone in the field or a very few. The person downloading the ASOS data at NCDC did say only System Logs were downloaded. I'm sure he was right. I do not know how else one can get Edit Log data.

Why do you have to even get it? Is it routinely sent to the company or something? What's the relevance?
