This posted on the FAA Contract Weather Observers (facebook) ... assuming this is NATCA and could be why they did not respond to the KLBB newsfeed.
I am sure the backbone of the grievance is the fact that the FAA changed the scoring rules and regulations to get those 14 sites to become C level and the planned turnover on May 1.
according to our ATCT, the union is filing a grievance over over having controllers take observations at level C sites

Filing a grievance against who? The current contractor? That's the only person(s) the Union could file a grievance against. There is not a CBA in place with the FAA, only the contractor. Unfortunately, this process lets the FAA get off scot-free with the Unions. There may be other measures the observers at those soon to be shutdown sites can take, but not a grievance procedure. I'm sorry, I wouldn't believe a thing your ATCT told you.

I read this as the ATC union (NATCA) is to file.
The May 1 turnover sites did not become C service level by procedures / regulations as outlined in the SOP.
Only a revision to the SOP in late January 2013 changed how (A) tie breakers would be handled in the cases B level service vs. C level service as well as (B) the two year rule ... both were eliminated.

How would this force the FAA to not cut us? Couldn't the FAA just say B sites are now done by the tower?
Yeah, no degradation in service, but those words don't mean anything unless someone can hold the FAA to them, and well, no one's tried.

FU. Controllers will not get paid more to do the weather. You statement is incorrect. Becoming LAWRS certified is used in the complexityto figure facility levels, but is is a very very low multiplier.
NATCA will not fight the closure of WX offices, because it does not represent the WX offices. NATCA can fight the implamentation of contrillers doing the WX. I was told by my ATM that NATCA has filed a national cease and dissest order on what has been going on.

I read the revision dated jan 2013 and some things come to mind. the Sop stated that a review will be done between feb and Apr with the final report to be turned in May with the changes in airfield status taking place the next fiscal year. Reading that tells me that whatever decision the FAA makes now the downgrades turning observing to the ATC will not take place until 01 Oct 2013. Unless i am mistaken.

So much speculation on everyone's part! The Government has become somewhat illogical in it's decisions lately, so we really need to see what pans out with all these CWO's being reclassified as C sites and all these stations going to part-time hours. That may suffice for the government or they may reclassify the rest of the B's to close them down the road. I believe now the A sites will all stay open for the time being and operations will go on as normal with them. Sad thing about all this is that I am speculating too with these statements. We should no more sometime very soon now though.
