Kind of going out on a limb on this one, but I think many will agree. KMIC- Crystal,MN LAWRS (just N of MSP by 11 or so miles). Issue is reporting of FZRA when the temp has not been below 0F for over 36 hours and it's early March, not JAN. I highly doubt it's really FZRA as the closest as of this writing is over 50 straight line miles away at KSTC. Placement of the freezing rain (I group) sensor is probably off or ASOS is off. You guess is better than mine.

Each minute the Freezing Rain sensor outputs a report.
The Freezing Rain report is set to “FRZA” under the following combined conditions:
If the current ice accretion exceeds 0.005 inch, If the current ice accretion exceeds the minimum accretion since the sensor was last declared operational or during the past 15 minutes, whichever is less, by 0.002 inch
If the current five-minute ambient temperature is less than 37F
