Yes I was PISSED OFF when I saw the original posting, I was frustrated and disappointed and PISSED OFF sorry If that offended anyone. If things are going on behind closed doors or the "silver screen" and I'm not behind there to hear whats going on in our favor then I was beginning to question things and was getting frustrated. Nobody here should get pissy with me I have done my part to fight the fight written letters to politicians, pay dues, bought more t-shirts than I need and added a lot of posts to try to enlighten the situation. I am much more light of the situation now that I was 24 hrs ago and appreciate most of the answers to help me get there. But give me a break if I'm not as up to date on the whole political process and am not aware of whats going on behind closed doors! Everyone is entitled to be pissed off sometime, so I totally understand where you are coming from seemingly in the dark. The Association will be emailing all it's members an update letter with everything that is going on and about to happen soon on the "Hill" in Washington. Meanwhile, you can be rest assured there are people working hard to save and preserve this program and much of it might be done behind closed doors, but when the time is right everyone in the CWO world will know. Things are done that way to keep one entity from finding out another entity's strategy. This forum is not a good place to air strategies that we hear about or to slander any particular party because there are people on here that would use this stuff against our Program and what we stand for. We are better shooting internal emails back and forth with each other or creating a very controlled group via social media than having pseudonyms made up and joining this forum. Just my two cents and believe me I understand where your frustration lies and is coming from.

Rest assured and believe me when I say that those who are paying $0.20/hr out of their pay towards the Association are getting their money's-worth. My only concern right now is those of you who are not. What's the hold-up? If you need further explanation on what the USCWOA has done in the past year, please feel free to call or email any or all of the Board members to answer your questions. We currently sit at about 60% participation and that # has been stagnant lately (and is the only # I'm currently worrying about). If you want to know how you can help your situation, ask your contractor to kindly start deducting for the USCWOA who already speak for everyone at every station in the CWO Program, regardless.

Read it, but what does a "market survey" mean? Nowhere does it specifically solicit for bids... at least not yet... Or am I missing something? At least it looks like maybe they're covering their bases by talking about it.

This is the preliminary process...I don't think bids are due yet...we need to monitor the announcement to see if amendments continue to be added on.

At least it looks like maybe they're covering their bases by talking about it. This is an SIR (screening information request). At a later date if the FAA decides to put out a bid (based on SIR results and other factors), then a RFP (request for proposals) will be issued.

FY 2019 DOT/FAA Budget Request Three areas to note within the report:
Overview - Page 2: After conducting safety analyses and providing the necessary training, FAA air traffic controllers can provide certain weather services that allow the FAA to reduce its reliance on contract weather observers.
This change will yield $16 million in new program cost savings. This will be limited to multiple airports currently serviced by Contract Weather Observers that have similar traffic, weather and operational complexity profiles to 392 other airports currently serviced by Limited Aviation Weather Reporting Station controllers.

define safety analyses and necessary training... surely...the faa peeks in on this site and sees the 170 pages and counting of the gross incompetence of current lawrs...and they want to add to this danger? how can they say this with a straight face?

Correct me someone if I'm wrong, but didn't the following sites go LAWRS about a year after the last 5-yr CWO contracts started (From the Market Survey - Section J)?:
1.) AREA 11 Capital City Airport (LAN), MI 2005-2275 Rev. 12 – 06/13/2012
2.) AREA 13 Van Nuys Arpt (VNY), CA CBA
The only CWO site they didn't include from the last contract go-round was Gulkana Airport (GKN), AK. And all they had to do there was find the weather observers a different building because the one they were in was deemed unsafe by inspectors as I understand it. Not sure how the FAA is getting away with that one to this day...anyway, it's like they just copied and pasted the Market Survey from 5 years ago on to this one and put a new date on it.
They don't even seem to realize that some of the sites they're advertising for went LAWRS since the last solicitation!!! I don't know if that's gross incompetence or just stupidity, but most wouldn't have a job very long with these simpleton mistakes.
