How does the FAA's alleged shutdown of the CWO program violate EO 12866? Do you speak of this?

EO 12866 is general and covers rules and procedures expected to be followed by government agencies ...
the proposed regulations and procedures to modernize NWS:
a - will not result in any degrade of service
b - result of no direct or indirect economic impacts
If this is true, then the proposed regulations and procedures are determined not to be significant for purposes of EO 12886.
So now the FAA takes over the observation program and works with 14 groups from industry to arrive at the weather observation service standards (located in the federal register).
To take a B or A level site, and give it C level service would cause a degrade of service, thus a volation of EO 12866. The only way it would not violate the EO is if the site became a C level as outlined in the SOP ... ie ... low flight count, etc, as Service Standards were drawn up and agreed upon by FAA / NWS and industry.
