How is vacation pay for part-time, as well as for full-time employees calculated?

Well, it depends what's in your CBA (if you're a Union site), but normally you just figured out the % of hours a part-timer worked relative to 2080 hours (which is what a full-timer would work at 40 hrs/wk times 52 weeks). Then multiply that % times the number of hours they get for vacation to get the pro-rated amount.
Ex.) If a part-timer worked 700 hours for the year (anniversary date to anniversary date), take 700/2080, which = 33.7% (after multiplying by 100 to make is a %). Then multiply the decimal version of the % (0.337) times the number of hours they would get as a full-timer based on their years of service. If 5 years let's say, then they probably get 3 weeks or 15 days, which = 120 hours and so take 0.337 X 120 = 40.4 hours in this example.
