Where does it say a contractor has to provide broadband internet? Right now dealing with a contractor who is trying to use dial-up.

I'm pretty sure the ASOS's themselves and weather radar runs on dial-up.

We have a small office in a non FAA building. We had been using their internet for years. They got fiber internet a couple years ago. We were all using that no problem. Than they said the FAA was coming in and providing our own modem and internet. So basically we now have 2 internets we can use. Not sure why the FAA needed to spend the money but I guess they have to provide it?

Our contractors need to weigh in on this. My understanding is that the contractors are required to provide it.

I don't think a wireless phone that only works half the time would count as a working connection.

This is from the solicitation.
3.1.3 COMMERCIAL BUSINESS TELEPHONE LINE. The contractor must acquire a commercial business telephone line through a local exchange company (LEC) at each site. In the case that the contractor cannot acquire an LEC telephone line at a site, the contractor must apply to the CO/COR for a waiver to the requirement.
3.1.4 PERSONAL COMPUTER. At sites where the CWO office is not located in FAA IT managed space (see Section J, Attachment J-12), the contractor must provide its sites with a Microsoft Windows personal computer, monitor, Microsoft Office suite, email capability with an established FAA email account, FAA IT approved security software, bookmarks for the Nation Weather Service website, Local (site specific) weather radar sites, and Weather data related websites.
Basically if the FAA is not supplying you with a computer and internet the contractor has to provide a computer and a way to access email and weather sites not to mention AISR.
