Hope this document is helpful to those contacting their congressmen, especially those who see this precip a lot. If we're not there to decipher the precip, who will? Seeing that ATC can't observe "outside the cab."
This is something I wasn't aware of since my airport rarely sees any kind of winter precip. I do remember an AA pilot calling me and telling me that AA policy stated that he couldn't take off when ice pellets were falling and that it was just rain falling. Apparently I was hallucinating.

...when ice pellets were falling and that it was just rain falling. Ice pellets can fall at surface temperatures above freezing. The warmest temperature while I've recorded snow, was 45 degrees Fahrenheit.
