FAA in fiscal year 2014 has a budget request of about 15.5 billion dollars.
The contract weather observer program is estimated at 57 million to provide service to the nation's busiest and bad weather airports across the nation.
We are talking less than one half of one percent (0.36%) of the FAA budget request.

Money is some of it but I think the NWS is partly responsible for dumping it on the FAA.

NWS pretty much has their thumbs up their butts...It's not their program anymore, and they don't want to hear about it.

I have seen two email responses from the FAA as shown below. This could be interpreted in several ways but at least they did not officially acknowledge the program is being closed. That leaves us at least a tiny bit of hope.

That apparently is a draft document that somehow got out into the public. We have not been instructed to implement it. If it does come to fruition, I am sure FAA Senior Management and the CWO Contracting Officer will properly notify us all.

Really?? They have not been told to implement the plan yet? Look at page 4 of the PDF... sure seems like they are following the plan, considering several of the steps have already happened.

Regarding Joe Calamita's response, the 14 sites that are closing 5/1 were part of the plan. Having techs visit sites without the OID in the tower is also part of the plan and has been happening. I would say that at least some part of the plan has been implemented. If you check the plan the vendors won't be notified until all the other steps have been completed.

I agree with those comments. There is no doubt everything is progressing as the transition plan states which would lead one toward believing it has already been "implemented". We will know for sure in May when the Group 1 sites are scheduled to be closed. If they do not close, then there is some hope that the document is indeed a so-called draft. The only thing for certain is that they won't be able to keep secrets much longer as the extensions get near an end and the Group 1 sites are projected to close. We should have these answers within the next 2-4 weeks.

The tech that is visiting the sites without OID's in the tower comes from DC. Why are they paying the expense to fly this guy around the country if the plan is not in effect.
Also might add rather obviously why would the FAA be writing a "draft" on how to terminate the CWO program if they don't intend to terminate the program.

The western region power point of March 5 warned us ... the transition plan of March 15 confirms the warning ...
Since then:
-- Techs from headquarters arrving at the 35 sites in the plan (to check on hookups to the tower cab for the ASOS OID)
-- ATMs being told to prepare for LAWRS training (aside from the 14 going to tower next week)
Sure seems like that plan is more than a draft ... and the vendors will not receive official word of the program being closed until all is in place, that is equipment & training.

I read that it was ongoing between the FAA and contract vendors about us whatever that means, haha!

My contractor asked the CO about the status of the program here's what she told him...this must be their definition of ongoing Currently, I have not been given any definitive direction for the CWO program. Once I have received word, I will notify all vendors immediately.
