7900.5b paragraph 17-32 had specific instructions concerning the RVR, which I cannot locate anywhere in JO 7900.5C.
Previously - "The FAA is responsible for monitoring the performance and determining the operational status of all FAA RVR/RVV systems, for removing from and restoring to service such systems, and for advising all concerned of such actions. Whenever a malfunctioning system is suspected, the observer or designated tower person shall make arrangements for necessary electronic performance and visual checks on the system including, if feasible, a comparison of indicated values with conditions in the area of the transmissometer. If the malfunction is obvious or is verified by the checks, the system shall be taken out of service until repairs are madeā¦"
This put the operational status of the RVR equipment where it belongs. Obviously this has not changed, but where is the reference/guidance?
The CWO cannot report RVRNO unless instructed to do so by the FAA (FAA equip tech, atct supervisor, etc.).

on occasion we will see ONE low RVR among 60+ and will call the tower to glass the rvr area since we can't see it. if they don't see any reason for the low value we at the CWO turn off RVR reading at the OID until the bad reading no longer affects the readout. multiple low readings will initiate a call by the tower to RVR maint. What I like is when maint does not turn off RVR before beginning any maint...we see the wild readings...call TWR. they say" oh...maint is working on it". we ask for prior heads up...never get it.

hlsto2, that is exactly what I'm talking about. We do not augment the RVR, we can turn the processor off until it is working again when authorized to do so by a representative of the FAA. It is not our equipment and the obsolete FAAO 7900.5b made that very clear.

I think some offices still have RVR equipment in the CWO's. We only have the readout from the OID. So, we only have the capability to stop bad data coming from the RVR to our OID. Our actions, of course, have NO effect on the readouts coming into the tower.
