No observing is being done from these tower cabs. If any of these sites have the CWO in the tower, one would figure they are on lower floors, and not with the controllers.

The OEP 35 (Operational Evolution Partnership) airports are commercial U.S. airports with significant activity. These airports serve major metropolitan areas and also serve as hubs for airline operations. More than 70 percent of passengers move through these airports. The OEP 35 airports are listed below:
