If heavy rain is obscuring 2/8 of the sky, is it permissible to report it as a partial obscuration? The 7900.5C neither has an example of it, nor seems to prohibit it. So would a remark of RA FEW000 be incorrect? Before METAR, in the old airways code, -X R2 occurred on occasion. Thoughts?

I believe pcpn can still be carried as a partial obstruction. unfortunately there are no examples (table 11-3) of a partial obstruction except with fog. the only obstruction with pcpn example is a total obscuration due to snow.
