Looking around the country, I came across this:

Can MIFG restrict VIS to 1/4SM? We know BR alone can't. Thoughts?

the way I interpert 7900...3/4SM MIFG or 10SM MIFG could be valid. (7900 refers to =to or > 5/8SM at 6 feet agl...and vis <5/8SM down in the fog or 5 feet or less but ASOS won't accept 5/8SM unlike a manual obs)
in your example 1/4SM BR MIFG is incorrect anyway. Using ASOS it would have to be 3/4SM BR MIFG. (vis being based on the first present weather entry which is BR)

The way I interpret it, it would be MIFG FG for 1/4SM. "Midget fog" by logic cannot obscure by itself, as you can see over it unless you are a midget.
