Think this might be part of changes coming or maybe a result of an agreement between locals & weather observer?

I have been following this site since early in the summer. I see much of the site is devoted to showing the errors made by people like myself at "C" sites in doing the weather. The double standard is pretty obvious.

atcwx - We respect the job atc's do as air traffic control. We are told atc doesn't want to do weather - wx is distracting to the atc function. Rural FSS were closed because atc was to busy to do wx and the stations wx function was contracted out in 1994. N ow, FAA mgmt thinks you guys can take over weather again. We are very tired of having to fight to keep our jobs year after year after year. I don't know you or where you serve, so nothing personal... but the job histo2, tornado, and others have been doing showing the shoddy job many atcs do reporting weather is important to showing how foolish it is having atc take over weather reporting - ammo to take to congress. Are we perfect? I would like to say yes, but no one is... In the above example you're complaining about, you are correct - and remarks order is important according to 7900.5c. The goal of the qc on this site is not to pick on anybody personally - our companies have their own qc programs and the senior observer should be bringing that mistake to the appropriate observer. We don't see any improvement in atc wx reporting - the same stations make the same mistakes over and over, often in situations critical to aviation. Where is your qc apart from this forum? Enjoy our forum board, learn from us, and don't take anything personally.

Nothing personal toofarnorth or to the OP-- my point is why post something totally 180 to the views that make your cause just? I make mistakes at work all the time but would never put others in my field "out" for making the same mistakes. We have no QC-- I learn (and several others) from this site. That is my point.

all we are trying to show is that the ATCT's are NOT qualified to be professional aviation weather observers. a simple test means nothing without training and experience to go with it. you are rght about the towers having no QC....and it glaringly shows. the towered sites make the same errors year after year after year. they just do not know what they are doing. this is an accident waiting to happen. If you are union I am surprised you have not filed a grievance against the FAA for assigning you a job you are not qualified for.

I am wondering if NCDC has to clean up the mess made by ATCT's. I have an aquaintance at NCDC. I will send him e-mail and ask.

got a quick answer back from my source at NCDC. "all asos data is machine qced and flags set". in otherwords untouched by human hands. I think NCDC has had their staff cut back and they just don't have the people to do a manual qc. would be interesting to see what flags are set.

Here are the flags ...
METAR / SPECI .... check 4 letter ID ... check Day/Time group good ... check Winds reported ... check Visibility reported ... check Present weather may be reported ... check Temperature reported ... check Dew point reported ... check Altimeter reported ... check
Optional beyond this point, as observation to this point completes required reporting JO 7900 ... next !
And this is how the FAA can (with a straight face) report to the public the following:
[ May 2, 2013 ]
“Air traffic controllers currently provide quality weather observation services at more than 300 airports around the country. The FAA pays contractors to provide those same services at an additional 140 facilities around the country. In an effort to reduce costs without reducing the services or impacting safety, the FAA has been working through a phased plan to train controllers to take over those duties from the contractors."
