I just got an e-mail to review the draft of the 7900.5D...the FAA is looking for some feedback. I hope to start looking it over tomorrow...

That part about ALDARS being enabled 24/7 should only apply for AUTO sites and needs to be corrected.
This is clarified further in the draft where it says that VCTS can only be reported at AUTO sites.
CWOs are considered an Augmented Station by the definition in the 7900.5D and will not report VCTS based on the 7900.5D.

The enable 24/7 order was issued by the same people that now want to transition to LAWRS.
My understanding is that those people will be out of the decision making business soon.

It's all in the wording.....if they want to make it mandatory then they need to say "shall". In my opinion "Must" sounds like a plea for help...lol

At this point, I'd say it's so bad that we probably must defy the FAA on this one point. I think we can interpret it as critical to safety.

10.29 of the draft 7900.5D A thunderstorm is considered to to begin at the station when....or lightning is detected by an automated sensor within 10 miles of the airport.
ALDARS does not begin TS until ltg is detected within 5 miles. From 5-10 miles ALDARS reports VCTS which is not considered a TS for climatological record keeping. The reason HQs is pushing for ALDARS to be activated 24/7 is to greatly reduce the number of TS reported by CWO'S in the event the new standards are overturned and TS occurrence is returned to the Bad Weather Score computation.

The new standards might not be overturned for several years.
The FAA is attempting to redefine what a thunderstorm is, it's as simple as that.

I get the impression from this that they want us to bone up on .5c as well... I'm happy they are asking, but would be much happier still if they provided us with an accurate summary of changes between .5c & .5d - line by line comparison is going to take some time - we will get it done.
