Colleagues,
As we begin a new year, I am pleased to share that our agency met all 30 of our performance targets for fiscal year (FY) 2015. This 100% achievement is an improvement from the previous year, in which we attained 29 of 30 targets, and I thank you for your efforts to achieve this goal.
As a result of our success, I am authorizing full funding of the FAA Valuing Performance (VP) pay pool, which will be applied toward employee pay increases in 2016. Organizational Success Increase (OSI)/Superior Contribution Increase (SCI) Program employees also will receive the full OSI as well as approved SCIs.
In our first year of the VP Program, we strengthened the link between performance and pay by differentiating among four performance levels, which allowed us to better identify our top performers. By eliminating the forced distribution of ratings, our VP employees had the opportunity to achieve the highest rating while supervisors were empowered to make meaningful distinctions based upon actual performance. We are proud of these results and will continue to enhance our performance management programs in 2016 by focusing on critical elements and a line of sight to our agency goals.
The following pay actions are effective January 10, 2016, with a first pay date of February 2, 2016:
· President Obama signed an Executive Order on December 18, 2015, that provides a 1% pay raise for Federal General Schedule (GS) employees. This raise will extend to FAA employees in the FG pay system and our Core Compensation workforce in the VP Program.
· Eligible FAA Executives also will receive a 1% increase.
· The FG pay tables as well as the FAA core, ATSPP and MSS pay bands will increase by 1%. Updated pay tables and details specific to each FAA pay plan, to include negotiated pay plans, will soon be available.
In the coming days, please check MyFAA for more details on 2016 pay adjustments, and the results for each of our FY 2015 performance targets.
