Get a hold of a Congressional Aide and have them attend. They are invited for sure, but don't know it because no one told them. That's where you come in.

Compile ALL data possible to shoot down their claim of no degradation. Bring a few printouts from this site. Talk about how there will be NO savings of money if this occurs because 1. Controllers make more $ 2. They get a 4 hr sleep break on mid shifts and multiple during days which requires MORE controllers vs our 1 with NO breaks. Stakeholders want to KNOW so dont let the FAA representative persuade them. COME WITH FACTS TO SHOOT DOWN THEIR THEORIES!

Dont be argumentative. Be calm but confident. The facts speak for themselves.

Talk directly to your ATM directly and/or ATC NATCA Rep. and ask to meet with them to discuss the situation. Chances are, they already don't want to have their ATC people perform LAWRS and they're just looking for a reason not to do it. Give them plenty of reasons. Make a Top 10 for your site why it's inherently dangerous and have them fill you in on the SRM process that will go on at the meeting (look at FAA SMS Safety Management System Manual Version 4.0 (ATO 2014) prior to both meetings).

Identify any hazards that may site specific. Get busy collecting pertinent data/evidence, and finish your list of hazards. Find out who will be attending for the airport (Airport CEO or Ops Manager) and set up a meeting to discuss your case. Don't leave your Airport FRIENDS in the dark (they are part of the voting panel). They may have several questions that only you may be able to answer; this also helps them understand what issues are important and what evidence you possess. Bring hard copies to the SRMP to submit (facilitators may also ask you to send an electronic copy afterwards). Understand terms from the SMS Manual: state, hazard, cause, effect

Chances are, they already don't want to have their ATC people perform LAWRS and they're just looking for a reason not to do it. I wouldn't be so sure about that. Shortly after the plan to phase out the CWOs was exposed back in 2013, the president of the local NATCA chapter came by our office at 6am, all charming and friendly, and caught out graveyard shift observer off guard. He wanted to know exactly what it was we observers did, and our guy was happy to tell him. He was here for about an hour, then headed out before the SWO arrived. About 2 weeks later we found out that NATCA was colluding with the FAA to take over weather obs while PATCO was still being kept in the dark. The local NATCA guy didn't pay us a visit out of courtesy or curiosity. He was looking to score jobs and pay raises for his union. So while I think it's a good idea for kukblue1 to talk to the NATCA rep. directly, I don't think it's a good idea to consider him/her an ally.
