A MOU is a Memorandum of Understanding...it represents the agreement between NATCA and the FAA regarding the CWO transition to LAWRS.

I wondered what an MOU was, too. Sort of like the Memorandum of Understanding between the lion and the hyena on who gets which parts of the gazelle...
