check section 3 ... even the FAA is saying that controllers will not be going outside and will conduct all observing from the cab.

It is odd that they don't list the facilities, might be those that we already know about. Why would NATCA give away something for nothing? They fought to the death for casual dress over business casual a couple years ago, why would they just roll over on this and not get anything such as the elimination of the proposed furlough days.

Here we go again with yet another unsubtantiated document? That's got to be the shortest, easiest-to-read legal document I ever saw come out of a government office (edit: I googled up some others that are pretty much the same format, so maybe not all gov docs need a lawyer to interpret). Not saying real or not, but wondering where it came from.
