Probably got most of the snow totals from COCORAHS...thats what they do around here...NWS grabs the snowfall totals that suit them and which verified their forecast and throw any official stuff out...

Having been a NWS Aviation Observations Instructor and OBS checker in AZ, CA and WA I found that most observers that took manual obs only took 1 or 2 SPECI's an hour in bad weather, but now with ASOS at major Airports the number of SPECI's that are generated in changing Winter Wx can be 4 or 5 SPECI's because ASOS in most cases can see changes in SKY and VIS better than the human eye, making for more SPECI's which Air Traffic Control Towers are not staffed for, hence many new Controller students seem to find it difficult to keep up with several SPECI'S per hour.
When and if Controllers take over the Obs I doubt if they will be xmitting more than 1 or 2 SPECI's per hour do to pressing Controller work and not being staffed to take several SPECI's per hour.
My experience with Controllers is that they like to take the TWR VIS down to 1/4 or 1/2 mile and keep it as low as possible and as long as possible to keep from having more SPECI's generated by the Contracat Wx Observer.

Often it depends on the conditions. I don't think a human observer can tell the difference between say 1400 and 1600 feet easily, ASOS beats humans there, but often gets the cloud amount wrong unless it is overcast. This isn't even pointing out the major areas where ASOS fails miserably such as ALDARS, UP, etc...
This is why ASOS needs to be augmented by professionals and not controllers. Controllers have an interest in not being accurate, and a feeling the work is beneath them. This is bad for aviation (it does increase the odds of an accident) and non-aviation reasons (inaccurate weather data= inaccurate data in models= less accurate forecasts. I've seen the impact of bad data on models- and it's a good bit of work redrawing contour lines and adjusting it manually because I've done it ) .
The controllers don't want additional SPECI work so they usually bring it down. Often they forget to bring it back up, I've had to call them a few times when VIS was 6+ here and they wanted to keep TWR VIS 1 or something. They don't even know how to log into the machine, or claim they don't.

another reason atct should not be allowed to touch ASOS (besides their incompetence) is they have the power to control airport operations (in addition to twr vis)
