Yes, "taking obs before" at some rinky-dink c-level airport with little or no weather or flight traffic is one thing, but not when you need to be constantly vigilant at a larger b or a-level airport with often rapidly changing weather. Even these so called facilitators at these local SRMs don't seem to understand that, mainly because they really don't know what is supposed to go in to a truly augmented/backed-up and pre/current/post quality controlled observation (like most in the FAA as well).

SMS manual version 4.0 needs to be read and understood by as many people on your panel as possible. One needs to be printed out and at your local panel. When the facilitator starts swaying towards the FAA's side , have someone on the panel remind him/her that they are to remain neutral to the outcome. 4.3.1 An effective SRM panel facilitator guides the panel to ensure compliance with the SRM process, limiting his or her influence on the safety analysis. He or she must remain neutral to the outcome.

Which is hilarious, considering some ATMs and Assistant ATMs are worried about taking heat from their bosses (and some actually have) in their Region and FAA HQ in DC after some of these meetings, particularly where any risk is found. What a crock of shit.

Can somebody explain to me...how is it a panel or forum to eliminate weather people comes from a panel of people with no background in weather, no degree in weather/meteorology/...no experience in true weather observations...why is it the destiny of a degreed meteorologist lies in the hands of could-care-less controllers and clueless FAA types...this is moronic...and an insult to the profession...young thing controllers and faa cluelessness telling meteorologist how to do their job...totally unexceptable in all accounts...!!!

From the description of the local panel- it sounds like the FAA will do a closure date, but face very strong pushback.

Keep your heads up everybody. There's some fights going on behind the scenes, but having said that, keep writing letters (to Congress, Industry Groups, Airlines, etc.) and making sure your contacts (airport managers, Congressional Aides, other key people) understand what is going on by keeping them updated via email, telephone, etc. Keep up the fight. skobie This is sound advice. I had a telecon w/ my Senator's Policy Director & he had my letter right in front of him & we went from there...CWO issue elevated! I met my other Senator's staff member, let him know I sent a letter & he asked if I got a response? I said no...he said we'll take of that...He was at the SRMP all day! Next up...meeting with State Representative in the morning & now must decide which tie to wear. This doesn't happen unless the airport embraces you and is what SWO's should be doing. Mega-kudos to our airport management, flying community, and CWO staff for doing an awesome job ! PS: I really dig our ATC Crew

Our SRM panel was a total sham. The facilitator spent the first 15 minutes explaining how the SRM process works by identifying hazards and the process of how we would go about mitigating those hazards. Once that was complete they asked if there were any "site specific hazards" to be identified. Not a single hand was raised. I brought up the freezing precipitation as a hazard. The SRM specialist stated that that was not a site specific hazard to our station, and has been mitigated on the national level. The only thing good that came out of the meeting was our Senator's aide was at the meeting and was not pleased with how the process is slanted so far toward the FAA's agenda. I agree skobie and gftlwx it is key to have face to face meetings with your Congressional staffs and have them attend the local SRM meetings.

I don't know what FAA Region you're in or site you're at flyguy, but the lack of reliable freezing precipitation identification in a timely matter has NOT been mitigated at the National level. And just because freezing precip occurs at sites other than yours, it's still unique to your site regardless. That is a sham and these facilitators are just blowing the company horn by lying to people at these meetings too. So the ATC was fine and OK with taking over weather observations on top of everything else they do??? That's spineless for none of them to speak up at your site. Yes, keep on that Congressional Aide.

New update to Local SRM grid as of 01/20. I have tried to fill in the outcomes in the last column (referred to as "Notes") in blue. The green and red ones were written in by the FAA. Please feel free to fill in or just state your own outcomes for the meetings that have "?" under "Notes" as I don't have that information personally. GEG (Spokane) identified a HIGH risk yesterday after an intense SRMP and the review ended abruptly without pursuing another quite serious risk. "This morning or 14 1/2 hours later," I/we are in the a meeting with our Congressional Representative Cathy McMorris Rodgers (Senior Representative who also delivered the GOP speech after the President's "State of the Union" last year). Today we're actually sitting across the conference table from each other and CWO is the headline topic.
This is only a snippet, but rest easy...much, much more was covered and decided upon.
A very productive meeting and a new Congressional partner vested into the outcome of the CWO! Spokane CWO was at the top of the agenda and the focus stayed there for almost the full hour Congresswoman McMorris Rodgers had scheduled to hear multiple issues. After absorbing the background information, she was brought up to speed on SRMPs (including ours) and she agreed there's something problematic and risky taking shape. Congresswoman McMorris Rogers has proposed to draft and forward a letter from her office addressing the significant impact of CWO closures to her fellow Representatives of the 57 targeted CWO sites. This will also include the existing position letters from Delta, Southwest, Spokane Airports Tenants Asso., Spokane Turbine Center, the Nov 19 CWO Vendors letter to Senate Committees, and other related documents
A huge thank you to Larry Krauter and the Spokane Airport for making this meeting possible. He made CWO the headliner and guaranteed an opportunity to voice our concerns from center stage before Congresswoman McMorris Rogers.
