Given the location of that airport I'd allow it, high-based CBs do occur in the Rockies.

Broomfield, Colorado:SPECI KBJC 291833Z 26027G40KT 7SM TSRA -GR BKN080CB BKN120 17/03 A2953 RMK OCNL LTGCG OHD TS OHD MOV NE Hail of light intensity was reported instead of hail size. BKN080CB is also invalid, the FAA doesn't like CB being appended to a layer above 6,500 feet. Never heard of the FAA not liking CBs above 065. If they want to put that in 7900.5, they have rocks in their heads - get out of the cubicle folks - Flagstaff Arizona has CBs all summer with bases of 120 - the airport there is at nearly 7,000 feet... and those monsoon TS can be severe.
