The point was, that OSHA will supposedly be enforcing the EO, and that they are on their way to providing test-out options for private industry. The "rule" has not been issued yet, so there remains a chance that OSHA, to be consistent, will come up with similar guidelines for federal employees or contractors.

This may also cause a shortage of air traffic controllers. My facility only half the controllers are vaccinated and one has filed some sort of lawsuit. I assume plenty of other facilities are in the same boat.
Hopefully this mandate gets held up in court for a while.
Sleepy Joe wants us to get vaccinated yet he floods the country with illegals who aren't vaccinated.

So effective immediately, according to the above, vaccinate or provide negative covid test within 72 hours prior to working a shift.

So if one Biden's 6 deals for getting Covid under control is " to vaccinate the unvaccinated " , I'd assume he understands there are unvaccinated workers. And if so, it takes 2 weeks to become fully vaccinated. My question is this ; whom is to administer the Covid tests that are going to be obvious to fully vaccinate the unvaccinated and monitor them for accuracy?

Cold lover, I don't understand your question. All Federal contract workers need to be vaccinated by Dec 8, 2021. Period. There is not the option to show negative tests to work. After your last shot, 2 weeks later you are considered fully vaccinated.
Auto,. There is no test out option after Dec 8, 2021. The EO and Contacted Guidance says NOTHING about test out option.
From contract guidance.. Covered contractors must ensure that all covered contractor employees are fully vaccinated for COVID-19, unless the employee is legally entitled to an accommodation. Covered contractor employees must be fully vaccinated no later than December 8, 2021. After that date, all covered contractor employees must be fully vaccinated by the first day of the period of performance on a newly awarded covered contract, and by the first day of the period of performance on an exercised option or extended or renewed contract when the clause has been incorporated into the covered contract.

It takes at least 2 weeks for the unvaccinated to become vaccinated (after the shots), my question is - who provides those tests and how and when are the administered for those not working bankers hours?

Our contractor said we have to get a test at one of the local testing sites for our state. I wonder what kind of exemptions will be allowed for religion, medical, etc. if any?

What test out option is in place prior to Dec 8? I am not familiar with this current order you describe. Please copy and paste so I become familiar with the order.
There are many places to get Covid tests. CVS, Walgreeens, drive throughs, testing is avaiable at many places in most cities.

The tests should be provided free of charge-- just like the vaccine is. If tests are going to be forced for the unvacced/ non disclosure folks than they should be provided by the entity forcing this matter at place of work. Any running around to and fro otherwise to obtain tests make sure you keep track of miles to write off on your taxes.

On a CONF call today with many vendors it was discussed on the 72 hours a negative test would be allowed before being tested again. However- that option has been removed from the file --https://www.saferfederalworkforce.gov/downloads/Draft%20contractor%20guidance%20doc_20210922.pdf--- that was in it just a little over 8 hours ago. It's still in this one-https://sam.gov/opp/cd1c414e2eaa4bed8cdb6c53a7007f2b/view
V. Policy and Procedures
1. Using the OMB-approved Certification of Vaccination Form (https://www.saferfederalworkforce.gov/downloads/CertificationVaccinationPRAv7.pdf), contractor employees who are scheduled to report to FAA facilities shall attest to their employer as to their vaccination status. Using the information provided by individual employees, contractor firms shall attest to the vaccination status of their employees who will be physically on-site at a FAA facility. Contractor firms must communicate to their assigned FAA Contracting Officer’s Representative (COR) that all of their contractor employees reporting to FAA facilities are following this guidance and are either vaccinated or are testing as specified below. On-site contractor employees who are not fully vaccinated or who decline to provide their vaccination status to their employer are required to obtain a negative COVID-19 test no older than 72 hours to enter FAA facilities. Under either scenario, FAA CORs will rely on the attestation of the contractor firm.
Testing requirements only affect on-site contractor personnel who are unvaccinated or who decline to provide their vaccination status. CORs shall not collect or store information on the vaccination status of any individual contractor employee. That is the responsibility of the contractor firm.
So, Iam on vacation. I started VAC before today's annoucement, thinking I'am good for taking tests as per the 9/20 memo, now no "testing"? Don't return to work until next Tuesday- limited staff if any ( if this is true) . Now no test out option that was clearly there before. That's unreal and my lawyer is all over this.

But yet the same document that mentions no testing (and I believe did earlier today) as this when it comes to masks-
Individuals who are not fully vaccinated must wear a mask indoors and in certain outdoor settings (see below) regardless of the level of community transmission in the area. To the extent practicable, individuals who are not fully vaccinated should maintain a distance of at least six feet from others at all times, including in offices, conference rooms, and all other communal and work spaces.
So unvacced are still allowed inside, with no testing until Dec 8th? This is as clear as mud.
